Lawfully present individuals may establish Texas residency for tuition purposes in several ways: through high school graduation in Texas, as a dependent individual whose parent is domiciled in Texas, as an independent individual domiciled in Texas, or as a military individual.
Residency determinations for tuition are based on rules set by the state of Texas and administered by the Texas Higher Education Coordinating Board, via the official Texas Administrative Code rules and regulations. (effective November 13, 2025 (50 Tex. Reg. 7243-52)).
Residency Review Timeline
Our review process for residency applications is structured to ensure accuracy and fairness while prioritizing currently enrolled students. Reviews for an upcoming term typically begin only after we have finalized evaluations and completed necessary updates for the previous term. This approach helps maintain consistency and quality in our determinations.
On average, reviews start about eight weeks prior to the start of the next semester, though timing may vary based on application volume. The general schedule is:
- Fall Semester: Late May
- Summer Semester: Late March
- Spring Semester: Late October
